Have you tried bleeding the boosters?  Air bubbles can be trapped there,
because the booster is at the highest point in the system.  To bleed the
booster (servo), have an assistant step on the brake pedal while you crack
open the fitting on the output end just enough to let brake fluid trickle
out past the threads.  You may need to try this with the engine running so
the vacuum can assist with the process.  After completing this chore,
proceed to bleed the rest of the system normally.
