As I understand it "blueprinting" an engine is the term used when an engine
has to conform to the same measurable specifications as a stock engine, but
uses the best possible interpretation of those specifications in order to
generate the highest output.

The most common use of blueprinting is in one make series racing or rallying
where engines are supposed to be identical. They never are of course, but at
its simplest, you cannot bang on another carburettor or bigger valves than
your competitor to gain an advantage. You have to work within the issued
specification.

Using similar engines was originally supposed to bring the cost of motor sport
down, but blueprinting turned this on its head as racing engine builders spent
time and money building engines to the finest possible tolerances for power
output. This costs a lot of money and it is far cheaper to add a hotter cam or
a polished head with bigger valves for example, if your aim is additional
power at the lowest cost, but this is not blueprinting.
