The number of valves can be quoted on a total per cylinder or per engine basis with the latter probably being more common. ie. 24 valve 164 engine or 32 valve northstar v8, etc. It is safe to assume (when talking about automobile engines) that if they say <=5 valves then they are talking on a per cylinder basis and >5 would be on a per engine basis.
The Quadrifoglio is a symbol of Alfa's racing heritage. Cars with the Quad badging are supposed to be sportier and more luxurious than their counterparts through a mix of trim add-ons and/or through mechanical upgrades. Regarding the Quadrifoglio designation on the Spider vs 164, they both received trim upgrades that differentiated them from their base and luxury counterparts (body kit, unique interior differences, wheels). In addition, the 164 Q received suspension upgrades, more supportive seats, different gear ratios and MORE POWER (insert maniacal laughter here) compared to the LS model.

OK, I'll be the one to ask a dumb question. I missed the original NYT
article since I've been on vacation a week and not going onto the Net
much.

What does "Quadrifoglio" really stand for? There is a Quad Spider, but
that's just a glorified Veloce with ground effects, fancy skirts, hardtop,
and 16" wheels. How does that differ from, say, a 164 Quad?

Aside from that, here's another dumb question: when someone says
"four-valve", do they mean two intake and two exhaust, or four intake and
four exhaust (which would really be eight)?
