I'm pretty sure that the spec for liner protrusion listed in the manual is
WITHOUT the o-rings in place.
IOW, drop the liners in sans o-rings, measure the protrusion if it is within
spec (not that there is much you can do about if it isn't), then put the
o-rings in and assemble everything.
I know that those little o-rings are all that separates the coolant from the
oil and it is kind of scary, but it seems to work (most of the time :-)

I just put new liners in my 1750, and they have much
more clearance (~0.018") above the block than the spec
(0.002"). The clearance is pretty consistent across
all of them. But I have them just sitting in there,
rather than being pushed down with a washer-pipe
combo. Should the measurement be made with them
pushed down? (I don't know if the o-ring could be
holding them up a bit.) How much clearance is too
much?
