E24 Over heating

This is the first time I have used the digest. Hope it works.

I bought a 1983 633 CSi about a year ago and am finally fixing all the
little things that go wrong. One problem that seems to persist is over
heating, about 3/4 - 7/8 on the gauge, when sitting in traffic on a hot day.
It seems to hold a perfect temperature when driving a decent speed. Luckily
I don't spend much time in traffic. Last time and the only time I had it to
the dealer they changed the thermostat and fan clutch. I am now gun-shy
after spending the money with no difference. 

Any ideas? I have noticed that the auxiliary fan in front of the radiator
only comes on with the air conditioning. Is it supposed to come on when the
car is overheating? Sure would make sense if it did. If so where do I find
the sensor/relay/whatever?
