Dusty conditions.. or maybe you just don't want the vents open during
the summer..

I believe it is.. if I move the lever, it certainly stops flowing as
much air!  I do recall the lever doesn't go all the way to the right..
it stops prematurely (compared to my '72).. but it seems to open fully..
I can close it and shut off the air flow.. (of course, now that you say
something, I'll have to double check.. but it *is* flowing more air than
it should if the gate is *closed*)
